As January moved into its third week many households in Dundee are still waiting their first refuse collection of 1982. And in a bid to catch up on emptying bins, the cleansing department has six extra vehicles on the go at the beginning of the week. Reasons for the mounting refuse - the holiday break, the fact that there's no overtime, and the abominable weather.
Collection particularly those in steeper parts of the suburbs, had to be ruled out because of the icy roads. The bin men might have managed to take their vehicles down the braes - but they'd never have got them up again.
Unlike other council departments, Cleansing doesn't take the two additional days during the New Year holiday. At no point in the year are Dundee dust-bins fuller, with the aftermath of festivities including all the empties and often the christmas tree too.
In times of less cash constraints they'd catch up on any backlog through overtime. But temporarily at least, that has gone by the board.

I had hoped (writes Toni Scott) to be able to bring you some cheerful news for the New Year - but I am afraid its proving very difficult.
Had we been living in Glasgow, Edinburgh or Aberdeen, then I would have taken great pleasure in announcing screeds of concert bookings for the next few months. But in Dundee, so far, there is just one concert to look forward to in 1982. UB40 have included the Caird Hall in their January touring schedule on Saturday 23rd. Tickets are still available.
The wheels of Dundee Heatherbell Ladies' Cycling Club are to be started again after an absence of over 10 years. The club packed up in 1971 because of difficulties in recruiting new members, but some of the former enthusiasts, determined to restore the club to its old prestige and reputation would be delighted to hear from any girls and ladies interested in joining in the Tayside area. A meeting to get the club officially back together is planned for Friday February 19th at 7.30 pm in Dundee Thistle Road Club, Milton Street. Anyone interested would be welcome.
Tayside Communtiy Relations Council are to appoint a full-time community relations officer, the first post of its kind to be created in Dundee.
It is being set up by the council in conjunction with the Commission for Racial Equality and is being supported by Tayside Regional Council.
The position offers a salary of between £8190 to £9528 and the council will be looking for someone with relevant qualifications in such fields as education and community relations work. The appointment will come into effect in mid-February.
The main idea is to have someone who will work with the council and liaise with Tayside Region and Dundee District Council. He or she will be working for the ethnic organisations in Dundee, promoting such groups. The salary for the full-time officer is being paid by the Commission for Racial Equality.
The new Dundee Repertory Theatre in Tay Square, due to open in the Spring, will run at a loss of £212,150 during its first year and ratepayers and taxpayers are being called on to square the books. Dundee District Finance Committee have agreed to give a grant of £45,000 and members were told it was likely the Scottish Arts Council would give £144,150 and Tayside Region Council £23,000.
